I know my Seagull manual recommends doing that. Perhaps the gas left in the
carburetor bowl evaporates, leaving only the oil and possibly some less
volatile components of the gasoline, leaving a thick mixture that is hard
to ignite and might clog jets. If the carburetor bowl is drained by running
it dry or emptying by other means, it will then receive a fresh shot of
fuel/oil mix from the tank the next time you use it.
