p 15 Mk.2 rudder

I've recently bought a boat, P15 MK2, which I believe was built in
Melbourne by "Family Yachts". It has a lifting keel , not swinging, and
a FIXED (not a lifting) rudder. The sailing conditions around Mooloolaba
in south east Queensland, Australia, dictates a boat with shallow draft
& a rudder that can be progresively raised.

DOES ANYONE HAVE ANY DETAILS OR EXPERIENCE BUILDING A LIFTING RUDDER FOR
THIS BOAT?

Because of the proximety of the outboard engine I am looking at a
lifting rudder instead of a hinging one. This would allow the outboard
motor to be used without having to worry about chopping up the rudder
with the prop on a tight turn of the helm.

Any comments or suggestions would be much appreciated before I start
changing things on the boat.
