Hi Dave:
This seems like a good idea for a couple of reasons. The P19 with an adult
couple aboard sails a little down by the stern, according to most accounts,
and moving 80+ pounds of lead forward (and back to the centerline) can only
help. The area under the stove shelf, with an access panel aft of the
louvered door, would be the storage space most easily gotten to without
disrupting the interior. My only word of caution would be to make sure that
you construct the battery holddowns very solidly. As for the water, if you
use standard battery boxes and don't drill holes in them, that shouldn't be
a problem.
