IMHO:

You have to decide what you gonna stick in it and that would tell you how big
it should be... Or whether you need two compartments...

The ones I've seen that work really good are open to cockpit floor and not a
hole on top of seat... They are completely sealed/fiberglassed from the cabin
and accesible only from the cockpit. Water that gets in drips back out to
cockpit floor and down the drain... Guess you could place a screw on plate
access port from the inside facing fwd high off the floor of compartment.

I guess you box it in from cabin area close to stern. I imagine you make a
wood box, cover box with glass, you lift if off from berth with a jack
pressing it up against cockpit seat and side, glass it in with woven roving so
it's completely sealed, cut a hole on side of cockpit seat close to floor, use
this cut for a door, put hinge on door , glass the inside of box to boat, use
it as storage box. I imagine you should make it so it occupies the stern part
of the space so you can still use the berth...
