My Johnson 9.9 on my Catalina 25 had the same problem with very little water
not coming out of the pee hose. Despite numerous warnings in the user and
shop manuals, I continued to run it. The only thing I did way change the
water impeller, but it still had the same problem. In my case, I was always
worried about it so on long trips, I carried the 3.5 Nissan off of my P15 as
a backup.

This season, I decided that I really had to do something about it. So I
flushed it with some toxic fluid from Boat U.S. It still didn't flow
properly so I took some monel wire to every orifice related to the cooling
system that I could reach. This includes two holes inside the cooling
jacket that were accessible when when the thermostat is removed and the pee
hose itself.

Surprise, a steady stream of water now comes out the pee hole. Apparently,
the salt and scale was clogging something up. The engine now gets properly
cooled and I have peace of mind.
