My memory fails me as to how much distance is between the clew and the
outhaul block, but...

...how about connecting a single block with becket directly to the clew
of the sail, and replacing the normal outhaul block with a double - perhaps
a fiddle block?

Secure the outhaul to the becket, once through the boom-mounted double,
back to the clew-mounted single, and again through the double and on to
a cleat. This would still necessitate cleating on the boom, but it would
seem a simple solution. The only kink would be if the distance between
clew and boom-end was not enough for the extra hardware.
