I don't know about P19s, but on my P14 I have a simple push-pull tube that
attaches to the trailing edge of the rudder blade and is retained by an
eyebolt near the tiller. I can easily push the rudder down or pull it up,
and the position of the rod is an indicator of the rudder position up and
down. No lines required.

I leave the tiller and rudder stock on the boat all the time and just
remove the blade and pushrod for trailering.
