That is the way it seems to work best on my P-15 which came with the "jiffy
reefing system." Hooking the forward reefing point to the hook on the mast,
followed by a pull on the reefing line routed from the aft end of the boom
up through the aft reefing point and through the cheek block on the boom
(and secured on the cleat located farther forward on the boom) will draw the
sail down toward the boom, reefing it. Securing the now-flopping foot of
the sail through the remaining reefing points using separate short lines is
not necessary but considerably cooler-looking. As indicated, tying the sail
down <around the boom> is not helpful, defeating the "free-footed" sail.

Describing this sounds pretty easy and almost a "jiffy," but doing this,
especially single-handed, in the kind of wind necessitating a reef is no
jiffy at all. Practicing this maneuver in my driveway in windless
conditions with the boat on the trailer has been very helpful to me.
