I'm no expert, but I'll give you my thoughts:

You can usually see a small 'scum' line - go a couple inches higher than
that. if no scum line (congrats!) park it in shallow water near a dock and
take a crayon and mark the line on both sides.

If you can get over the high cost of CSC, I'd do the first coat in a
clashing color, say red. Then overcoat it in blue. This way you'll be able
to tell when you're down to the last coat as it sloughs away. On the other
hand, on a P15 if it takes more than a quart total I'd be surprised.
