How to work the Kick-up Rudder?

Our recent grounding episode has forced me to rethink
my kick-up rudder setup. When in the water, the
bottom portion of our rudder tends to drift backwards
as we go forward. This forces me to secure the tie
down line to keep it straight down when underway.
When we grounded, this forced the rudder up and out of
its brackets instead of just causing the bottom
portion to kick back. We have one bolt holding the
bottom portion of the rudder on. How tight should the
one pivoting bolt be to keep us from having to tie it
down?

Also, the top of my rudder, above where the bolt goes
through attaching the tiller, looks like it is coming
apart (splitting?) slightly. It has been this way
ever since we got it. Is this something to worry
about? Should I try to glue it with Carpenter's wood
glue and clamp it? Thank you for your suggestions.
