<< Are you talking about the kick-up rudder? I had lots
of trouble keeping the bottom half of mine down
without lashing it down, but that popped the whole
thing out when I hit shallow water, because I was
defeating the kick-up feature. What I did was tighten
the pivot bolt holding the bottom half of the kick-up
rudder in place. It now stays down fine, and kicks up
only when I need it to. Getting it back down again
can be a chore, but I have been told that it helps to
wrap the pull-down line around your tiller and lever
it up, pulling the rudder down with mechanical
advantage. Good luck, and let us know how it goes!

I use mast support pole to push rudder lower blade down. There seems to be
no other way to get it down.
