boom height & sail slug problem

I seem to have the same problem this year that I did last. It didn't go away
over the winter as I hoped it would. The lowest sail slug on my P-19 wants
to come out of the track's wide place on the mast if the boom is set to what
I think is the right height. If the boom is set so the slug is above the
wide place the sail can't be hauled to the top of the mast. Help, please.

Question 2. Is there a way to equate pounds of thrust on an electric
outboard to horsepower on a gas outboard.
And/or how fast would a 43 pound thrust electric push my P-19 on a fairly
calm bay.
