Dear Scott,
Did you purchase the WWPotter19 new? If not check with the previous
owner. But it sounds like someone had one of those "T" shaped pockets
that accept the end of a hiking stick (tiller extension), that attaches
near the end of the tiller and is dropped into the "T" void to provide a
temporary hands free ride. The four holes prevent it from coming out by
securing the flange of the "T"pocket.
See page 269 of Boat/U.S. catalog 1999, the one shown is
rectangular, but they can be round.
