Michele,

Mine works like that, but unfortunately it came with my used P-19. It raises it
enough to tilt without hitting the transom, and lowers it enough that its
cavitation plate is submerged. My motor is a Suzuki long shaft, though.

Looking at the mount, it raises up higher than where the mechanism attaches to
the transom and lowers below that point. So, if you could select the right
location to just clear the transom, that might be all you need.
