Michelle, we had same problem of motor tilt not clearing the transom.
(mercury 3.3 short shaft) Prop would drag when sailing with anyone in
cockpit. Solutions: Purchase adjustable bracket for over 100$ which also
meant taking off old bracket, filling holes etc.
My solution which works great was to add 3 inches to height of bracket with
marine plywood screwed into old wood
bracket. (Photos will follow this week)

Motor does not cavitate when two adults in cockpit.
