Beginners shouldn't go out if they are frightened, not without a more
experience sailor.

Beginners should be encouraged to take some lessons.

I think the mph guideline of no more than 10mph for beginners is fine.

In non-flat water situations I think beginners should definitely get
instruction on tides, currents, navigation etc.

I am teaching for the City of Eugene Parks and Rec sailing program as well
as privately. The value of such an investment for the beginning sailor,
whatever boat they choose, is high. It builds confidence and ease of
procedures. Many of my students are single-handing my potter 15 (with me
in a passenger role) after 3 or 4 lessons, even in higher winds. I think
we should encourage people to take some lessons if they are just starting
out or if it's been a while.....

We went out last week in 20-25 mph winds...3-4 ft swells, shallow lake so
lots of chop, whitecaps. Other folks at the marina were sitting in the
slips in their catalina 25s, watching us go out, catching flies. They
couldn't believe we were going out. And many asked us when we came in if
we'd REALLY gone out. and we had a wonderful sail, safe, controlled and of
course fun. But I have put in my 'chops'...study and instruction is key.
