Jim,

Sounds to me like your winch is broken. I took mine out this
year to remove the old wire and discovered how it works. On
mine, when you crank it clockwise it actually tightens up and
ratchets. When you trun it CCW it losesn and allows the keel
to go down. It should never drop. I suspect yours shouldn't
either. Anyone disagree? Other wiches out there?
