Most likely they are 3/16th pop rivets. If so, to replace them
you drill straight into the centers of them with a 3/16 bit.
Paint the aluminum with zinc chromate paint (Rustoleum Clean
Metal Primer), and then use new stainless steel 3/16th pop
rivets, available at Lowes, or similar hardware stores. Aluminum
rivets have much less strength, and regular steel rivets are a
definite no-no. All in all, 15 minutes work.
