Look at the way Lasers rig their outhaul. I did the same thing on both P-15
and P-19:

For the P-15 use the <heavy solid aluminum> Dwyer end cap or mount an eye
strap as close to the end of the boom as you can. Use a shackle if you use
the Dwyer fitting to get adequate diameter and smoothness to attach and run
line through. Tie a 3/16 dacron line to the eyestrap or shackle with a
bowline and route the line through the clew of the sail and back through the
shackle/eye strap and then forward to a cleat where you can reach it on the
boom. You could use a clew hook and a block at the end of the boom EXCEPT
that the boom isn't long enough to do this on a P-15 and flatten the sail
adequately. With small sails it doesn't take Herculean strength and you have
a 2:1 advantage with this setup. It works for me.
