It's pretty simple really, the angle doesn't change as the Earth orbits the
Sun. So the angle is toward the Sun (Northern Hemisphere) as we northern
folks move into summer (midnight sun above the arctic circle) . Conversely it
is pointed away from the sun as we (North again) move into winter (24 hours
of no sun above the Arctic Circle). The angle of the Earth's axis doesn't
change direction, but relative to the Sun it does.
