Some thing that works well for me on my 14' dinghy is a length of 3/4"
dowel with a small screw eye in the end. Another screw eye opened and then
closed arount the first one is screwed into the tiller. This allows very
free movement and I clamp it back along the tiller when not in use with a
spring clamp available from the hardware store for storing brooms. The
whole set up cost less than five bucks and can be installed and removed
with a screwdriver in a couple of minutes.
