One possible solution to the drill problem would be to put two layers of
duct tape on the inside of the tank. This means the hole to be drilled
has to be where you can reach your fingers inside the tank. Put the
first one flat against the metal where you plan to drill. put the second
one over the first, but with some good sag in the middle, against the
metal only on the edges of the tape. That way, when you break thru the
metal with the drill bit, anything that falls in will be caught by the
second layer of tape. You'll break thru the first, obviously. Then
finish the edges of the hole clean and finally remove both pieces of
tape carefully. That should take care of your chips.
