It shouldn't. On mine, the cockpit floor is normally above the waterline. But
big following seas will flood you. I've added a scupper valve to the output
and stay much drier now.

for draining the bilge when trailering. My 1988 boat doesn't have one and I
don't miss it.

My winch provides 'holding' in both directions. I usually crank it up a little
bit so I can get the bolts out, then just crank it down.
