A great alternative to duffels or plastic bags is shower pan liner material.
It's really thick, waterproof and can be sewed into different shapes with a
stout sewing machine. The seems can be coated with rubber roofing sealer
that brushes on and is water based. I've used the shower pan liners to cover
hay stacks and tractors in the intense ultraviolet sun at 10,000 feet
elevation. The stuff is rugged and a low cost alternative to foam. You can
also make hollow foam shapes (boxes for instance) and cover it with the
shower pan liner for robustness. Even less expensive is to make a wooden
frame in the shape that fits into the Potter and cover this with shower pan
liner (make sure to seal the seams). If you are slick you could make the
frame collapsible so it is easy fit in under the boat. You must let the air
out of the shower pan shroud/bag to collapse it and then seal it when it is
in the proper shape.
You could also use this shower pan material to make a removable air tight
bulkhead to seal off under the cockpit. With this bulkhead you would have
maximum flotation and could still use the space under the cockpit for
storage.
