I feel your pain. When I bought my P19 in Oregon a few years ago, the
trailer had no serial number but it did have a title (but alas no way to
prove this title went with this trailer). I couldn't get clear title on it
in Washington because of this. So what I was able to do was >apply< for
title, and they allow me to register it. It takes 3 years for me to actually
get clear title on it, which will occur next summer. The state patrol
stamped on a state ID plate onto it. Very irritating, but at least I have
tags. Maybe your state has a similar thing?

fortunately, that problem was just with the trailer - i had no problems at
all with the boat itself.
