Best Way to strip/refinish rudder?

The wooden rudder on my WWP-19 needs refinishing. It appears to have been
refinished at least once with expoxy without glass and the finish is
chipping/peeling off in 1/32" thick sheets.
What is the best way to refinish the rudder so that it will be protected from
salt & fresh water and require low maintenance. Looks are secondary to
functionality and ease of care.
