Refinishing rudder

I'm in the process of refinishing the rudder of my P19. I've got all the
nicks sanded out and now I have to put on a new finish. Any suggestions
about the best finish to use? Is just plain outside varnish the way to go?
Is there a varnish particularly for underwater use? What about Cetol;
would that be of any use? Thanks for any help.
