Doesn't coating with epoxy and bottom paint sorta defeat the purpose (and
money spent on!) galvanizing? I need to know, since next winter I gotta do
something about the rusty mess in my P19. I'm thinking sandblasting, rust
converting, followed by epoxy of some sort then antifouling paint atop that
(whatever Bill Combs did seemed to work).

Based on what my metal worker said, the epoxy is necessary if you plan to use
anti-fouling paint. The galvanizing protects the steel but does nothing to
discourage some types of salt water grasses and barnacles. If you apply an
anti-fouling paint over the galvanizing it sets up galvanic reaction and
electrolysis. The epoxy prevents any reaction between the two.
