Yup, they do. I was motoring in a busy slough near Bethel Island one day
when I hit some wakes. Sandy was riding on the bow, causing the exhaust
port to emerge each time we crossed a wake. The resulting noise got the
attention of a marine patrol boat that came alongside, and they yelled at
Sandy to get off the bow. Apparently bow riding on a power boat is illegal
or considered unsafe.
