It is also my understanding that there is a reward of a XX% of any fine
imposed on a polluter payable to whomever turns them in with proof. Proof
consisting of pictures, water samples, pollution samples and/or VCR recording
of the polluter in action.

A while back, some dude on a cruise ship Video Recorded a Carnival ship
throwing/dumping waste at sea 2 miles offshore and got a reward of $500,000
from the fine imposed ($ 1,xxx,xxx.) on polluting Vessel. I cannot recall
well but I believe it was a Carnival ship.

I make it a point to carry my video camera with me when sailing or motoring
offshore or in harbors hoping it will be a profitable experience...<EBG>
