When to repack? If you launch alot into salt water, and assuming you
pack your Buddy Bearings after each launch 'tis also a good idea to take
apart bearings at least once per year and visually look at races and
balls to see if there is any roughness on the surfaces.

Replace if there are marks of any kind, since they lead to heat and
failure. If fresh water launch only, you can extend the inspection
periods. Also, do the hand on the bearings check at each gas stop, but
be carefull, if a bearing has failed, the hub will cook your hand!
You are right to be concerned about bearings! We have all seen a few
boats that left their trailers on medians and heard of turtled boats and
tow rigs due to bearing failures!
