I don't know enough about the design changes over time to be sure of anything
but here are a couple thoughts:

If they have a fiberglass centerboard trunk I think it may be as simple as
there is a rock stuck in there jamming the centerboard. I'd suggest taking
the wood trim off the top and looking down with a flashlight.

If they have a wooden centerboard trunk, I think they are in deep sh*t.
Things may have delaminated and swollen to the point where the centerboard is
locked like a disc brake. Again, take the trim off the top and have a look.

The centerboard on my boat has tons of clearance. With the trim off, you can
get a great view of the driveway on either side of the board. All that
clearance may explain why it bangs around so much in wakes and chop ....
