In addition to the stuff mentioned by Jerry (keel galvanized, heavier mast,
backstay), there may also be some differences in the cabin layout.

The 1999 P19 has the portapotty under the starboard vberth and the batteries
in the starboard cabinet. It has large lockers under the aft quarter berths.

The 1988 was built by HMS company after Joe Edwards bought it. The cabin
layout is probably similar to my 1985, with the portapotty in the starboard
cabinet, storage under the starboard v-berth, and the batteries under the
left v-berth. Most of the aft quartberth is filled with flotation.

I acutally prefer the utility of the cabin layout I've got, but it's not as
pretty as the new onew. I moved my portapotty to underneath the cockpit
sole, behind the ladder. I also moved my battery to underneath the little
seat in the v-berth. I've got humongous storage capacity now.

Overall, the boats sail the same. But the quailty of the interior finish
work is much nicer on the newer boats being built by International Marine
than it was on the boats built by Joe Edwards/HMS. And on a new boat, all
the blocks and rigging are properly sized. On a used boat, you may find some
inadequate blocks installed by the previous owners (but that's typical of any
used boat, not just Potters)

And the electrical wiring may also be of better quality on the 1999 than the
1988.

But keep in mind, there's nothing you can't fix with a little elbow grease
and some boat bucks on the older boats as long as it's sound. I've
completely re-done my 1985 P19 like new with tons of customization and
upgrades.
