There is an article in the latest Boat/US Magazine on that
subject, it states:
1 - Using a VHF you may reach other boaters who may be very
close to you and able to help more quickly
2 - A VHF has a better range than a cell phone
3 - Some VHF batteries are readily available for replacement
if they run down
4 - The Coast Guard can track your VHF signal and locate
you.
They also do say that in some areas the Coast Guard have a
special number "24" or "CG"
that you can punch on your cell phone to reach them but they
definitely recommend a VHF radio for reliability in an
emergency
