The arm protruding above the trunk should be vertical when the centerboard
is fully down.

Sometimes the board gets stuck after beaching, due to sand or gravel and
such getting jammed inside. There may be something caught in there.
Normally there is no friction at all because there is considerable
clearance between the board and the trunk, at least on my very early model
Potter.
