I have seen and used one of these hand held speed indicators. It seems
to be fairly accurate but with a high freeboard it can be a hassle to
use. You actually dip the bent opened end into the water with the
opening facing in the direction the boat is heading. The pressure of the
passing water forces the ball up into the tube and the top of the water
level in the tube indicates the speed. The water is then released from
the tube once you've seen the reading. You don't have to strain to see
the reading while it is still in the water. Well worth adding to the
inventory of equipment on a potter 15 but inconvenient on the 19 I would
think.
