It must have been one of those nights for me, I thought you were talking
about a hole "through the hull" from the locker, you are right about the
hole into the bilge. As to holes from the bilge into the cabin, I would
plug them up as the cabin sole sits lower in front then the aft end of the
bilge when the 19 is in the water. If you happen to get water in the bilge
it collects forward, seeps through the "wire" hole and pools around the
wooden mast support (which isn't much good for the wood).
