I have a piece of the foam pipe wrap and put it in water yesterday to see
if it acted like a sponge. It didn't, so I presume it is closed cell. I
don't know about the noodles, but they are pool toys so should be closed
cell.

I had also been thinking about using the noodles. On my boat I could put
them in the cabin under the side decks. They would hide the screws from my
rubrail and provide some up-high flotation.
