Steve.

My manual calls that the "Cooling watercheck port" and Headlines the
whole thing "Caution! If cooling water is not discharged and engine
operation is continued, the engine will overheat and damage may
occur.

Water comes out of mine. I don't recall seeing water come out of the
holes on the housing.
