Laser and Force 5 dinghy sailors sometimes install a 4" to 6" round
inspection ports for which you can get a dry storage bags perfect for
wallets, keys, etc. You have to cut a hole 1/2" larger than the port, and
install what is essentially a flange and a threaded deck plate. Then you get
the dry bag to mate with the flange.

Inspection Port complete- 4", 5", 6" . $11.95
Inspection Port storage bags. Fat or standard. $15.00

You might find it cheaper at your local chandlery if they cater to dinghy
sailors.
