Perhaps because the Chesapeake Bay and Delaware River are more often
in a dangerous state than most high seas areas? Shallow water and the
proximity of land are far and away the most dangerous things we face.
Stay out of hurricanes, stick to deep water, and treat major currents
(notably the Gulfstream) with respect, and blue water is not as
_often_ frightening as major estuaries like the Chesapeake. Rivers and
lakes can be deadly in even a small squall -- one you'd just shrug off
in deep water.
