If yours is like mine, it's mounted on a threaded shaft. The easiest
solution in that case is to put a pair of nuts, jammed together, on
the shaft and use any of a bunch of available tools, a ratchet and
socket combo being the most obvious. You then: have your choice of
lengths (= mechanical advantage), don't need clearance for a full
circle, and don't have a handle permanently mounted. I'd use a cheap
ratchet, replaced every few years, and store it in the nearby
compartment, attached to the boat with a piece of light line.

Or treat the handle with Extend and paint it.
