You can use just about anything to tow a P15. I've used the following,
among others: Saab 96 V-4; Ford Fairmont 4-cyl wagon; Mazda RX-2, RX-4, and
RX-7 (all rotary engines); Toyota Chinook RV with 4cyl 20R engine. All have
easily pulled my P14 (early Potter, same size as P15, but heavier).
Actually the Chinook is a little gutless on upgrades, but it isn't any
worse with the Potter behind.

I don't have any experience towing P19s, but I think you will need a little
more power and weight and a more substantial hitch.
