Exists! But I can't locate it for you. As I know not where I read about it.

I think most motorboating publications carry ads for a sound transducer that
you glue to hull. It sets up a low frequency rumble that keeps marine
organisms from attaching to hull.

I think you can achieve something similar by placing a radio in boat and
leaving it on full time at medium to loud volumes. If nothing else it should
drive the barnacles crazy {:^)
