Ken,

Holland Webb, prior owner of Little Dipper, used a simple and slick
method for rigging oars -- he made loops out of nylon strap, and tied
the oars to the cockpit railing at the midpoint.

Advantages:

Breakdown oars stow without locks attached.
Loops are lightweight.
No modifications are needed to the boat.

Something to think about.
