You could backstop the bungee with a length of nylon line of appropriate
diameter, with a bit of slack. This way the bungee would absorb minor
shocks, the nylon line would catch the keel and hold it in place in the
event of a knockdown or something more serious. Nylon cord with a
breaking strength of about 800-1200 lbs should do it.
