why can't you get to the gudgeon bolts? is the cockpit storage compartment in
the way?

You could mount some gudgeons to the rudder itself, as close to the transom
as possible. You'd get a little bit of movement as you moved the rudder, but
theres probably enough slack in the system to make the rudder still usable when
the mast is down.
