One pulley is unlikely to give enough 'gain' to control a boat and certainly not enough to pull the boat and trailer back up! Consider a well chose block and tackle or a 'comealong'. The car approach at least isolates the driver from a failure and provides brakes to hold up the operation if anything goes wrong.

Happy towing. I am hoping not to find many ramps needing emergency fixes but had intended to throw the comealong in the car in case.
