Bruce and fellow Potterers:
You can easily eliminate this problem and make stowage of the rudder/tiller much easier by replacing the bolt with an Avibank (also called 'ball lock') pin. I've done this to both the P-19 and P-15 and it makes life a little easier when wrestling with the rudder/tiller combination...
