[WWP] Handrail mounting

On my older P-19 the cabin top handrails are secured by screws from the
inside of the cabin. These have proven insufficient in the past, as
someone has grabbed the handrail and it has cracked on both ends. I can
only wonder if the ended up in the drink!

I filled the cracks with epoxy mixed with some milled cotton fibers,
clamped it together overnight, and it looks good as new. But I want to
make sure that it doesn't reoccur, and that the handrail is capable of
handling an 'emergency' grab. I have read that handrails should be
through-bolted, but the book didn't talk about the specifics of doing so.
How do people through-bolt handrails? Specifically are the bolt holes
recessed and the bolt holes plugged with teak plugs, or just use flush
countersunk oval head bolts? Thanks.
